The Convenor welcomed all present. 2. Apologies were received from the above Members. MATTERS ARISING FROM THE PREVIOUS MEETING 3. The minutes of the previous meeting, 15th December 2006, held at The Ben Mhor Hotel, Grantown on Spey were approved subject to an amendment, Gregor Rimell was noted as being both present and having given apologies – Gregor Rimell confirmed that he had given apologies and did not attend the meeting. 4. There was some discussion regarding the minutes of private part of the meeting taken under AOB (15th December 2006). Clarification was sought by various Members whether or not this part of the meeting should have been minuted and therefore made public. It was confirmed that no discussion or comments were recorded and that only the decision taken and information which was already in the public domain was made available in the minutes. 5. Members requested that a report be brought before the Committee to clarify how private meetings should be carried out and recorded. 6. There was also concern raised that Members were not given sufficient warning of the content of the private section of the meeting. Members were advised that the CNPA had been constrained by other factors regarding the timescales, however, it was confirmed that as the situation could potentially arise again, the procedures would be looked at. 7. There were no matters arising. DECLARATION OF INTEREST BY MEMBERS ON ANY ITEMS APPEARING ON THE AGENDA 8. There were no declarations of interest. PLANNING APPLICATION CALL-IN DECISIONS (Oral Presentation, Andrew Tait) 9. 06/512/CP - No Call-in 10.06/513/CP - No Call-in 11.06/514/CP - The decision was to call-in the application for the following reason : • The proposal is for the construction of 24 flats on a brownfield site in a prominent location close to the southern gateway to Aviemore. The proposal raises a range of issues including the loss of the commercial use on the site, potential visual impacts on a prominent site, affordable housing and sustainable design and construction issues. The planning officers noted these comments and were delegated with the responsibility of whether or not to submit the comments to the Local Authorities.
